The ICT Network-Cyber Engineer is responsible for creation, coordination, implementation and execution of cyber security solutions and providing security governance and oversight in support of EGP-NA’s strategy and consistent with EGP security and risk management strategies. This position works closely with key business partners, internal technology teams and external vendors to detect future trends and ongoing activity, and to provide oversight and governance to projects and changes within the environment to ensure consistent implementation and effectiveness of security technology and controls. Provide security solutions and governance that protects and effectively mitigates threats to the environment. Participate in and contribute to other areas within the department as needed, and develop, maintain & implement processes for security for all platforms and ensures compliance with requirements from agencies such as FERC, NERC, and Department of Homeland Security (such as CIP, DIACAP, Compliance Law 262).   This position is NERC-CIP related and requires a 24/7 on-call availability.  

Responsibilities

  • Installs, configures, maintains, and documents the network environment
  • Engineer secured network solutions in support of the overall security objectives of EGP-NA
  • Provide technical leadership, governance and oversight for the design and implementation of information technology systems, projects and changes within the EGP-NA environment with a core focus on security to ensure systems reliability, accessibility and compliance
  • Drive and educate on the Security architecture discipline, processes, concepts, and best practices.
  • Partners with Plant Development and Integration and Generation Processes areas regarding technology and business needs.
  • Monitor, troubleshoot and perform ad-hoc network analysis and forensics.
  • Work with business unit executives and service providers to introduce required Cyber Security functionalities into the environment, in particular NERC-CIP and Department of Defense requirements.
  • Work effectively either independently or as a member of a geographically dispersed team on assigned projects.
  • Develop requirements by analyzing risk, recommending and or designing mitigating solutions in accordance with federal regulations, site procedures and corporate policies and standards to ensure Cyber Security policies and standards are followed consistently to protect employees, systems and data.
  • Develop communication plans for projects, maintenance activities and system related information.  
  • Providing subject matter expertise on Cyber security regulations and network security monitoring.   Qualifications:

  • Bachelor’s degree in Engineering or Computer Science.
  • Minimum 8+ years Information Technology experience, with 6+ years of IT engineering and cyber security.
  • Administration experience with Cisco security devices
  • Security Certification in CCNA, CCNP or CCIE desired
  • Demonstrate ability to diagnose and correct network performance and cyber related issues.
  • Demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress.
  • Demonstrate experience working across multiple organizations such as Information Technology, Engineering, Regulatory, Operations, and Security.
  • Demonstrate experience with processes, procedures, operations, and other compliance initiatives and impacts as they relate to NERC CIP.
  • Demonstrate skills in project management, communication, organization, and prioritization. Ability to manage time efficiently and work with little supervision.
  • Excellent strategic thinking and planning skills required.
  • Speak and write clearly and effectively.
  • Hands-on experience configuring and managing Cisco components and technology to include Cisco layer 3 switches, ASA firewalls with Sourcefire, VMware, and SonicWall UTM devices.
  • Broad knowledge relating to IT infrastructure and have in–depth and up-to-date experience with IP/MPLS based LAN/WAN network infrastructure, multiple operating systems and plant control.
  • Demonstrated experience in leading IT security projects, architectures, systems, and processes.
  • Demonstrated experience in performing Digital Cyber Asset Assessments.
  • Experience with regulatory and compliance programs (NERC CIP, DIACAP).
  • SCADA, EMS or Generation Management Systems and supporting IT architectures.
  • Experience with network management systems, flow analysis and packet capture analysis.
