Administrative Engineer Salary: $65,107– $173,663 Job Description: The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day. The position will fall under jurisdiction of the Bureau of Water and Sewer Operations which is responsible for the operation and maintenance and protection of New York City’s drinking water distribution and wastewater collection systems, the protection of adjacent waterways and natural drainage (wetlands), and the development of the Department’s Capital Water and Sewer Infrastructure Program. The Bureau also approves and inspects water and sewer connections performed by licensed plumbers and/or authorized contractors. In addition, BWSO has overall responsibility for the approval and inspection of all public and private construction projects as they relate to the City’s water or sewer systems. The New York City Department of Environmental Protection (DEP) seeks an ambitious lead Administrative Engineer, Chief of Drainage and Modeling within the Bureau of Water and Sewer Operations (BWSO). The candidate will manage the daily operations of a wide range of water resources design and planning programs. Candidate will be the “go to person” for all city drainage plans and modeling development work including design and analysis of potable water, utilizing existing technologies to explore and expand water quality and conducting operational and hydraulic analysis; will be an integral part of the Division reporting directly to the Director of Water and Sewer Planning and tasked with our efforts to integrate modeling into our everyday business processes; manage and oversees the development of water and sewer modeling practices and procedures to improve efficiency of City’s Drainage Plan and Design Modeling plans; uses associated technologies and requires advanced GIS knowledge; as instructed by Director, perform planning, evaluating, designing, modeling presentations and manage water resource planning for execution of a wide range of complex analysis; requires knowledge of advanced excel, GIS and related technologies; build and lead cross-functional teams using analysis techniques to identify problems and work together to solve them; identify, develop, and implement programs to support and improve the quality and reliability of all modeling/drainage unit operations; supervise staff performing model development work including analysis using exiting tools and research on other technologies to explore and expand water distribution, operational and hydraulic analysis planning and studies; work collaboratively to build strong relationships with the engineering team, other bureaus, contractors, vendors, and clients; make site inspections to ensure adherence to policies and procedures; manage scope, schedule, revisions and metrics for project assignments and establish project prioritization to support Drainage Design Units and Permitting Sections. Qualifications: A valid New York State License as a Professional Engineer is required. In addition, candidate must have fifteen (15) years of full-time paid experience in civil or environmental engineering work, at least four (4) years of which shall have been as an Administrative Engineer. Preferred Skills: 10+ years’ experience and in-depth knowledge of water and sewer design standards, specifications and hydraulic analysis; advanced experience with GIS, including analytical methodologies, such as ESRI Archinfo, ArcEditor, ArcView and spatial Analyst Extension like ArcHydro; water Design. Ability to handle multiple priorities and projects simultaneously; self-driven, hands on, problem solver with the ability to work independently with little or no supervision, while still being a team player who works well with others; outstanding oral and written communication and presentation skills; Master’s Degree in civil engineering, with a preference to water resources.
